You might try Pike's Peak Test Labs - http://www.pptli.com but if I remember correctly they are primarily in electronic component failure analysis. 
 
I spent four years in the relay industry and can't think of anyone that we used as a mfr to do failure analysis.

Do any of you have a recommendation for a Test/Failure Analysis Lab that has
the appropriate knowledge and experience to conduct a failure analysis on
failed relay contacts.

This lab would ideally have a good understanding of the process of
electrical arcing, metallurgy, electro-chemical processes and the required
instrumentation for this analysis.

I'm sure someone has some names.
