I would love to hear your reasoning for designing a board this way,
but anyway yes, it is possible, if you have the money for it.

What would probably happen if the board is thick and the flex is
short, is that when you try to fold it the inside layers would "bunch up"
against the outside layers, kind of crinkle. If that is a problem there
is a process we used back in the early 90's called "book binding" which
cuts each layer of flex slightly longer, so you have a gradually
increasing radius. When you fold a book-binding flex, you get more
concentric bends. I know Teledyne used to do this, maybe others.

p.s. why are you designing the surface layers as flex, instead of using
layers 7-8-9-10? Or if they really are two 8-layers, 4-5&12-13?
