Your customer is specifying CEM3 to save $$$ on base material.  I will
suggest offering a standard FR4 if CEM3 is not readily available to you
in Taiwan - FR4 exceeds all performance requirements of CEM and can be
used in its place if economics agree.  Isola Laminates makes a CM310
material compliant to what your customer needs and I believe is
fabricated in Asia, which maybe available to you:

Technet Sages,

We are moving into mass production shortly on a special order for us,
which has not been around here for ages. The customer wants CEM 3
material, and QA wants to to find out more on the testing
requirements,etc. The IPC literature we have on hand for rigid and flex
does not have much, so where should we be looking?
