if you aren't  repairing the damaged soldermask because it's in a non-critical area, you should check to make sure the damage didn't dig into the laminate and expose fibers.

All right, that tells how to do a repair, but I was wondering whether it was
even necessary to do the repair in areas only involving laminate exposure.
However, I think I may have found the answer in IPC-A-610, 9.2.2.  It says
something to the effect that blisters, voids or scratches in solder resist
that do not bridge adjacent conductors are acceptable.

So I think if a soldering or assembly operation accidentally scratches a bit
of soldermask off, but no copper is exposed or damaged in the area, it is ok
to leave it unrepaired.  Is this an acceptable interpretation?

All right, here's my first question for you gurus...
Is there an IPC guideline regarding repairing soldermask that may have been
removed from a PCB in an area that has only laminate being exposed?
I guess we are currently repairing soldermask even when no copper has been
exposed.
Would there be any reason to consider continuing to do this?
