MIL-P-13949 used to only cover laminate for 1 and 2 sided. It called
out FL for Foil-clad Laminate, as per Dewey.
There was a different spec for laminates for multilayer: MIL-P-55617,
which used TL- (TL-GF, TL-GH, etc) for Thin Laminate.
Then we led everyone into the briar patch by combining the laminate
specs into one, and managed to confuse everyone for the next twenty+
years.
