We sell a number of soldermask stripper formulations.. and my advice is do not use them.   They are really meant only for bare boards, and are slow, if used hot, and very very slow if used unheated.  And they are corrosive.

The CO2 lazer suggestion is a great one.

If chemicals can be used, are they non-conductive?
