30 C is within most FR4 operating temperature of 130 C - a 45 C FR4 is
odd, possible only tested at that range.  Check with your laminate
supplier for operating temperature parameters.  Some difunctional
materials are still at a 40 C OT, with most multifunctional laminates
rated to 130 C.

Our a product's environmental temperature is 45c, while our power
board's T-rise is about 30c, do you think our PCB (FR4) has reliability
issue with high temp for long term? Any response and suggestion will be
welcome.
