You certainly have a good idea in mind.  In addition to Glenn's comments, may I suggest a checklist of item to specify found in IPC-D-325 under the section 6.0, Master Drawing Notes and Check List.  And just an idea: instead of just a couple of templates for your engineers, you could also list all company-accepted variations, processes, etc., in this document, and they in turn could "check off" the ones that their particular project requires.  Glenn mentioned 17 surface finishes; your firm may only want to use 3 or 4 of those, and say which is the most preferred (for example):

xx.  Surface Finish:
____  A. HASL (please note that this finish is being phased out due to WEEE and RoHS requirements)
____  B. ENIG .000004 immersion Au over .000100 electroplated Ni
____  C. OSP  Organic Surface Preservative (preferred) .....

etc., etc.

We are in the process of standardizing our supplier board fabrication
requirements.  We would like to come up with a couple of boiler plate type
templates for our design engineers to use.  Do any of you have such a
