Meet or exceed which numbers, and which way?
Are you talking about embedded/buried capacitors? If so there are materials
especially designed for this, like ZBC (from various laminators), DuPont
Interra, etc.
Usually lower dielectric constant would be thought of as better material,
except when you want capacitance; then higher Dk is better, and Rogers 4003
or 4350 both have fairly low Dk. Good for RF, not so good for BC.

Hi Folks,

Does anybody know of a material which can meet or exceed the
following specifications for a Rogers RO4003C, which has UL
approval (94V-0)?

Dielectric Constant 3.38 +-0.05
Dissipation Factor tan 0.0027/0.0021
Temperature Coefficient +40 ppm/deg. C
Coefficient of Thermal Expansion x=11, Y=14, Z=46 ppm/deg. C
water absorption 0.04%

FR4 standard Processing

The application is for making capacitors out of PCB material.
The Rogers RO4350B UL material did not perform as well as the
RO4003C.
