I think something along the lines of Nelco 4000-13SI or Megtron 5 would be a
good match electrically.  It's going to be very difficult to find a material
that matches the CTE of the Rogers 4000 series because of its High Tg
(~280C).

Does anybody know of a material which can meet or exceed the
following specifications for a Rogers RO4003C, which has UL
approval (94V-0)?

Dielectric Constant 3.38 +-0.05
Dissipation Factor tan 0.0027/0.0021
Temperature Coefficient +40 ppm/deg. C
Coefficient of Thermal Expansion x=11, Y=14, Z=46 ppm/deg. C
water absorption 0.04%

FR4 standard Processing

The application is for making capacitors out of PCB material.
The Rogers RO4350B UL material did not perform as well as the
RO4003C.
