a couple days ago a url was provided that presented a very extensive table of properties for several vendors laminate products. did you check there?

Does anybody know of a material which can meet or exceed the
following specifications for a Rogers RO4003C, which has UL
approval (94V-0)?
Dielectric Constant 3.38 +-0.05
Dissipation Factor tan 0.0027/0.0021
Temperature Coefficient +40 ppm/deg. C
Coefficient of Thermal Expansion x=11, Y=14, Z=46 ppm/deg. C
water absorption 0.04%
FR4 standard Processing
The application is for making capacitors out of PCB material.
The Rogers RO4350B UL material did not perform as well as the
RO4003C.
