Yes what you wrote makes a LOT of sense from a practical level as well as
from measurement science.
Hey I haven't seen our Canadian Chemical Guru in quite some time.

changed in the future) will always be accepted in materials as an
impurity level BUT that Pb will not be intentionally used in any
applications. i.e. all Pb use areas curently exempt from RoHS will be
Pb-free in the final stage. For example, no Pb in high melting solder,
no Pb in glass etc.>

So saying it again, to agree with you in my American, at the highest level
of Lead Free compliance Lead by design or by intention will not be in ANY
electronic product at any level. In measuring the compliance of this
specification 0.1% or less when and if legislated will be considered as
Lead Free.
