Just to make the point again....

HASL does not have to contain lead.

Lead-free HASL is established in Europe and there is now at least one site in
the US where boards can be coated for evaluation purposes.    If you like the
HASL process for all the reasons that made it such a popular board finish for
decades you can continue to use it in the lead-free era.   In fact recent
experience indicates that with some lead-free alloys and the right adjustment of
the process you can get better results than were the norm with tin-lead- a
bright smooth flat finish down to fine pitch and without exposing the board to
solder at a temperature higher than 265C.
