I noticed when I looked at my Rogers book that 4003C is not UL 94V-0, while
4350B is. So it is the 4003C that is working for you, right?
I also notice that 4003C has a little bit lower Dk and a lower tan delta
than the 4350B. Perhaps it's the tan delta that's key and a PTFE-based
material like Taconic RF-35 (which does have UL 94V-0 rating) will work for
you. (It's not on the list at the URL above)
Also, the Arlon 25N that Jeffrey suggested is not 94V-0 rated, but 25FR is.
Unfortunately, the tan delta of the 25FR is higher (like that of 4350B).

We are not using embedded/buried capacitors. The capacitance we wish to
achieve is
on external layers using copper pads. We succeed with the rogers non-UL
material.
Now we need to replicate the results with a UL material. We are looking to
create
a capacitance of 0.25pF and these are used in sampling 3.5kV of RF. We do
not
know precisely what didn't work with the UL Rogers material and why the
non-UL
did work. At this stage we are just trying different materials and looking
at end results for our application, of which I am unable to describe in
detail.
