Right! And that is a MEGAtopic at our company. Imagine when we get a million pcs delivery, and the finish is wrong. Except for bad words and stomachs, it costs a fortune to correct. And..sometimes, you need look under the finish too. E.g. we had been mounting a lot and had sent products to various customers, when we realized that the shiny and easily soldered terminals hid a disastrous kind of failure: the barrier nickel didn't wet enough on the terminal bulk metal. So, the hermetic packages turned into leakers rather soon. And the manufacturer of those simple components did not even understand our analysis report.
So, 'just in time' is sometimes 'maybe in time', which is not acceptable.

Ingemar/Joe,
I don't know about your part of the world but our labs are expensive. If we were to test everything that came in we'd go broke!
What really needs to happen is for the component industry to adopt a universal code that will identify the lead finish. [L] for lead, [T] for tin, [G] for gold, etc. or something like that. They would add this to the end of their part number and it would resolve all questions.

Joe,
we are thinking likewise. Best of all is of course to have good and
reliable suppliers, and make clear specs that tell them what you want.
Unfortunately, that's dreaming about component paradise.
So, we need to be realistic and check
to be sure. In my opinion there is one reliable and good and fast
way to find out about the finish:
1. cross section a sample and have a look in a metallurgical microscope.
2. if you are still uncertain, send the samples to someone with an EDS
why buy an EDS? There are plenty of analysis labs around.
