John - Continuing a long-standing tradition on Technet, I answer - IT
DEPENDS.

First of all let me clarify one thing.  You should not be panelizing to fit
onto the fabricator panel size unless you are going to be buying the whole
panel.  That should be left to the fabricator.  There's too much variability
in panel sizes, capability, border files, usable area etc for you to try to
do this.  But you should consider panelization of the unit that you buy or
assemble.  For instance, with pieces 1x2, I recommend you consider placing
these into an array format of say 8.25"x11.25".  Arrays of this size can be
placed 4-up per 18x24 panel.  You might get something like 35 images on each
array.

If your design's are clean and require very little single-image editing,
then the preference would be to receive the data already in array form.

But if your designs require significant editing by the fabricator, then the
best would be single-image data with a drawing showing the array.

I think you've already heard this, but it bares repeating.  You should be
working with your fabricator closely on this.  They will be more than
willing to let you know whether your designs are clean or not.  They can
also help you maximize part size, array size and layout to optimize the
number of pieces yielded per panel.
