It's cheap.

Within any particular resin system, prepreg costs per sheet are essentially
the same.  So on a per unit thickness basis, 7628 prepreg is cheaper than
any prepreg based on thinner glass.  For instance if you need 0.028" thick
you can do it 4 plies of 7628 or 6 plies of 2116.  But the material costs
for the 2116 will be about 50% higher becuase you are using 50% more plies.
