Isn't it the other way around; to "modify" means to alter.  Per
IPC-A-610, page 11-15, haywire is used to "alter" the original design of
the pwb. A jumper wire is used as part of the original design.

Jumper wire would be a planned addition, usually on the original
drawing. It would be used if the customer needed functionality not
originally documented and he didn't want to pay for a PWB re-spin.
Haywire is what would be used to correct an open or damaged circuit
(trace or pad).  In todays climate the use of the word haywire (I
believe) is limited if not forgotten.  We tend to call all these items
jumper wire.

Hello,

Can anyone provide a comprehensible or can differentiate haywire vs.
jumper wire?

IPC 610C states: Haywire is used to modify the basic
conductor pattern and jumper wire is part of the original design And is
used to bridge portions of the basic conductor pattern. Thank you.
