There is basic information available at
http://nepp.nasa.gov/whisker/background/index.htm

While Tin whiskers can still occur when using conformal coating but the use
of coating can help minimize the problem.

From what I have heard (and please don't ask where I heard it), the
short answer is NO - the whisker will grow right through the coating.
And the same goes for acrylics and silicones.  I've heard that paralenes
may be better.
