7628 is the lowest resin content (%) prepreg generally available (which is
why it's cheaper), and filling 2 oz copper takes a lot of resin. 7628 is
about 40-44% RC, while 2113/2313/2116 are 54-56%, 1080 is 62-65% and 106 is
72-75%.

It's better to do something like:

7628 aginst 2 oz copper is not recommended. Possible lamination issues are
likely, i.e. lam voids.
