IPC 6012 has specific requirements for the acceptance and rejection of
product...including workmanship (para. 3.3.9).

IPC A 600 is the visual acceptance 'supplement' or 'companion' to IPC 6012
as well as it contains a separate paragraph for workmanship (para. 1.9).

As both documents reference or acceptance criteria for workmanship...whats
not clear?
