I think this is from Mil S 13949 laminate spec which has now been withdrawn
& superseded by IPC4101.
I don't have a copy of 13949 but I'll take a shot at interpreting it.

GF = glass epoxy -flame resistant
.XXX = thickness in thou -sorry mils
C = copper clad
1/1 = 1 ounce double sided
A = Class of surface finish
1 = Thickness tolerance

Subject: [TN] laminate specification (was RE: [TN] MIL-P-39949??)

Hello technetters,
A timely opportunity to ask a Friday question:

We are an OEM and have our PCBs fabricated outsourced locally.

On our older products the previous staff used the following spec
(example below) on our drill prints and I've always wanted an
interpretation:

4 layers TL-GF-.XXX-C-1/1-A1

Sometimes the "TL" is "FL". Specifically, what do these letters
REALLY mean? Is there an IPC or mil spec that spells this out?

Thanks all in advance. No rush.
