Hi Bob,
It is possible to use a laser to selectively remove (ablate) soldermask.  I
have done it many times to save some very expensive circuit boards. But if
you are dealing with inexpensive boards and/or large areas to remove, than
laser ablation may not be economically. Contact me with some of your
details.
