Yes. Chemical soldermask strippers are available, but do not work well
selectively as the material used to protect the areas to be maintained
will be attacked by the stripper.
A more accurate and efficient method is using laser. If you an generate
a file that indicates the areas to be removed, the laser process will
give the best results, certainly on land areas. This process will also
not affect the areas that need to stay intact.
