Hi Bob: The short answer is yes it's possible. My advice is don't go down
that road unless you absolutely have to. It a very touchy process that may
cause more harm than good.
There are proprietary strippers available from most of the soldermask
manufactures and specialty PCB chemical suppliers.
A couple of questions:
1. What type of soldermask is it?
2. Is this mask fully cured, thermal, UV?
3. What is the board laminate material?
4. What is the final solderable finish?
5. Why do you want to strip the mask?
6. What is the size of the area to be stripped ?
7. What features are you are stripping, pads, holes, laminate, etc?

Depending on the answers I can give you better input on whether or not you
want to proceed chemically. You may want to consider mechanical removal
methods.

Does anyone have experience in using chemicals to selectively remove solder
mask from a PCB?
