The point I was trying to make is that the insulation on the plug and
cable designed for 110V may be inadequate for 230 V. Conversely, the
copper section on a cable designed for a given job at 230 V may be
inadequate at 110 V. OK, a 2:1 safety factor may allow them to be used,
but with no further safety factor.
I was not thinking of the equipment itself.
