The paper contains a vapor phase inhibitor (a chemical that has significant
vapor pressure inside the package to react with other gases) that prevents
the silver from being attacked by oxygen and especially sulfur. There are
also papers for copper.

A colleague of mine recalls reading that immersion silver boards must
be shipped with paper separators between each board. He can't remember
the reason and isn't sure if it was a industry standard or specific
customer requirement. I vaguely recall something similar that was used
for component shipping.
Does this sound familiar to anyone? If so please provide details.
