This is most likely a cleaning issue... if that Nickel is clean, my suspicion
is that virtually any flux you want to use will work well.

Tell us what your options for cleaning are, not in terms of chemistry, but
time, manual, automated line, can we immerse the leads only, or do we need to
immerse the entire device, etc.
