What about the nailheading?

I realize that if the nailheading isn't excessive it isn't necessarily a
defect in and of itself.  However, isn't the nailheading at least a process
indicator of (overly) aggressive drill parameters?

Couldn't (wouldn't) the same drill parameters that result in nailheading
complicate the desmear (result in a need for overly aggressive desmear
suggested below)?

Just thinking out loud (clearly outside my area of expertise).
Hey if I was any good as an engineer what would I be doing in Quality?  ;^)
