To the best of my knowledge, the answer is no.  I did an overview of
cleanliness in IPC specifications back in 2000 and there was nothing
quantitative in any spec for component cleanliness.  Some qualitative
stuff, like "parts shall be clean", but no method or pass fail criteria.
There have been no IPC standards since that time that address component
cleanliness.  The only other possibility might be if JEDEC has some
cleanliness specs, but I don't think so.

As Brian Ellis indicates, you can use ionic cleanliness testers to test
cleanliness.  You need to do large numbers of parts to get a significant
surface area and significant signal.  You can also do ion chromatography on
components.  In either case, there are no nationally accepted pass-fail
values, so you have to develop your own.

Does anyone out there have or know of any requirements/industry standards
for incoming parts cleanliness (parts excluding PWBs)?
