Hi Joe!

Have you looked
 into Winslow Automation "Solderquik" pre-forms for re-balling?

Their pre-forms make re-balling BGA's a piece of cake. They have well over
1,000 BGA patterns, so you shouldn't have any problem getting a off-the-shelf
pre-form for any BGA that you need to re-ball.

Removing the solder is always going to be pretty much a manual thing, but the
neat thing about the Solderquik system is that it is desirable to leave a
little bit of solder on the pads.

This method will be MUCH cheaper than purchasing a full blown system...
