Don,
        Eagle is capable of generating Gerber files.  Even the
freeware version supports Gerber output.  It's a little too complicated
for me to step you through the process here, but their website has
a message board and some help files.  The .brd files are exclusive to Eagle.
        As a start, within Eagle, go to "File", "Open", and then "CAM job".
There should be options GER274X and GERBER.
