Isola's data sheet for their FR4 (ECu104) has a graph of Dk-v-Hz and it goes
up to 10GHz. Depending on the resin content the Dk is between 3.8 & 4.2.
Loss factor from 1MHz to 10GHZ is 0.195+/-0.005
