The steel plates were left out that provide a flat surface to the
aluminum separators and ultimately the PCB foil layer.  When the steel
is left out the heat lag material produces a very bumpy - cottage cheese
looking surface.  As long at the thickness (overall and dielectric)
requirements are met, this is only a workmanship issue.  This can also
create issues in fab in drill quality and image quality as both are
impacted by the surface roughness.

We received some boards from the vendor.  Half of the boards look good
and the other half have surface roughness like a texture.  The board
shop said they were 2 different runs and on one they forgot something
during press to make it smooth. 1.What did they forget? 2.Is there a
spec on PCB surface?
