Sounds like they didn't stack the prepreg in the proper order, or forgot to put on a final layer of thin prepreg. High resin content prepregs (like 1080 or 106) should go on last to give a smooth copper surface, compared to low resin content prepreg (7628), which has a tendency to show more of the weave texture.

We received some boards from the vendor. Half of the boards look good
and the other half have surface roughness like a texture. The board
shop said they were 2 different runs and on one they forgot something
during press to make it smooth. 1.What did they forget? 2.Is there a
spec on PCB surface?
