I don't know where Gebhard got his figures, but the US Geological Survey publishes data
annually on a large range of metals and minerals. For the January 2004 data on lead go to
http://minerals.usgs.gov/minerals/pubs/commodity/lead/pbmis0104.pdf

It shows an even smaller percentage of lead being used for solder.
