Greetings DC,
When I am routing a BGA I have rings only on the Top, Bottom and the
particular routing layer.
On larger BGAs I may have as many as 7 different pad definitions, one for
each routing layer that is routed out of the BGA.

Dear Council Members; Is it a normal practice to remove none functional
pads on inner layers? Or is there a cut off as far as how many layer the
board is...
