Using a bad-board pallet marker has been used successfully and is a method
that keeps the pain off the assembler during placement.  Much depends on
the programming capabilities of your equipment but most should handle it.
Have your layout people number the array and add the marker detail.

The number of xouts seems to diminish the return over 50%.  We frequently
see an allowable xout directive as 50% of the array, but not more than 25%
of the pallets shall have xouts.  This could provide a balance from fab to
assembly and keep all costs down.
