I was hoping that Dave Hillman (the uncle of SERA) would reply, but alas.  So, here goes from what I know.  The values I am quoting come from US military standard MIL-F-1456.
Voc This is the original starting voltage.  The MIL acceptable range is -0.461 to -0.613 Volts.  These are relative to saturated calomel electrode.
V2 This is the voltage associated with the reduction of SnO.  This is a key parameter.  It should be equal to or greater than -1.07 volts.
V3 Voltage at the inflection point of the curve -1.29 to -1.412 Volts
Vf The final voltage of the system.  At this point you are hydrolyzing water. -1.365 to -1.466 volts.  This is a good test of your electrode and whether or not you have got to a clean tin/lead surface.
Q1 Charge needed to reduce tin/copper intermetallic.  This should be as small as possible.  MIL spec allows up to 1.312 mC/cm2.
Q2 Charge associated with SnO  Up to 3.823 mC/cm2
Q3 Charge associated with SnO2 Up to 3.299 mC/cm2
Qt = Q1+Q2+Q3  MILL SPEC says 2.005 to 5.985 mC/cm2.  Not sure why a lower limit.

Note that graphs are often printed with an x axis of time (second) rather than charge density. I don't have time (pun) to do the conversion here.

The SERA System uses a silver/silver chloride reference electrode.  The manual dos not give any detail about the voltage differences between the two reference electrodes and I do not have time to look it up.
