Qualifying a product line, design type, technology is performed because a specific need is real, percieved, or expected and supporting data is often required...as in, can they/we achieve that level of quality, yield, etc etc. 

The 'vehicle' should represent the technology to be qualified, if that consists of mixed then the board should be of mixed features, if one is qualifying blind/buried/filled vias etc, then it should represent that. 

Personnaly, I would separate the different technologies until satisfactory results are maintained, then begin adding features to the board/vehicle until consistent results are achieved. Continue adding features as you see the need (customer prototypes, industry technology breakthrough, etc etc)

There may be the need for multiple type test vehicles, one covering microvia technology, imbedded capacitors, metal core, exotic and mixed materials, etc etc etc...don't limit the type test vehicle offereings because the industry, the product, the need is quite diverse.

The greatest thing before bread was most assuredly fire...fire is our friend...(grin)
