There is a way to "re-tourque" actually. After a time, the screw will adjust slightly. This is worth remembering when trying to tighten securely, do so more than once after a few seconds, so also having an extra chance to catch any missed. They can then be marked. This may not work with special washers or hardware, and takes more labor, but should increase reliability. 
Including data reading equipment to "process by test" is a sound practice in any process, also.

One thing you should probably keep in mind - I don't think you
really have the option to "check the torque after torquing".

Try this - tighten the screw with controlled torque (crank on the
torque driver until it slips), then take a torque watch and
measure the torque required to loosen the screw.

The "breakaway torque" is always much higher than the original
torque applied, because once the screw stops turning, you
start dealing with static friction, galling, micro-welds.  And
because most of the effects are non-linear, breakaway torque
doesn't look very repeatable.

I seem to remember some calibratable torque drivers that would automatically
apply a paint mark after they tightened the hardware to whatever set point
you had.  Accomplishes everything in one quick operation.

Unfortunately I can't remember the brand that offered this option, but if
you start chasing down some of the more "luxurious" versions of torque
drivers I bet you will find this as an option.

Good Morning Technetters,

We have a new program in house where the customer is asking us for torque
verification on some hardware. I was wondering if any of you have some
clever ideas to make this an easy task. The obvious solutions are adding
some paint after torque, having someone check the torque after torquing and
having a witness while torquing. All of these are sort of painful.

By the way we are torquing phillips head screws.
