Hi Graham,
First, one must remember that IPC-A-610 really does not consider reliability,
only quality which is of course necessary but not sufficient.
Second, the leads you describe do not apear to be compliant, but rather
stiff--thus, this component should be treated as being leadless for reliability
purposes. With leads like that solder fillets are merely band-aids.
