Actually, I believe the issue would be the operating temp of the component itself in relation to the temperature at which the board material begins to degrade or become damaged.  My memory tells me that if the operating temp at the surface of a resistor exceeded 70deg C or so, we would stand the little fella off the board a minimum of 1.5mm.  Then again, my memory may be just as bad (or good) as yours...

I also checked the CM-770 doc, but didn't find anything after a cursory exam.

Real funny!

Are you implying that YOU can't remember either, or that there is none?
If there is none, was there ever one?  I thought it was in IPC-A-610B.
Or maybe it was a military application from my old Raytheon days.  I was
young then and probably would have remembered!

Since, for some reason, I can't remember a darned thing lately, I was
wondering if someone could tell me WHERE within all of our IPC specs I
can find where it specifies at what wattage we need to start raising
resistors off the board (ex: 1W, 1.5W?)
