The "matte ingredient" in solder mask is usually some sort of filler, like
silica particles.  While it may seem simple to take some matte and some gloss
resin and mix these together, board shops do not usually have the three roll
mills, or high shear mixers that mask manufacturers use to disperse silica
particles.  Simple hand mixing, or even mixing with a paint stirrer on an electric
drill will probably not give you uniform dispersion.  My guess is that you will
get "streaks" of gloss and matte in the mask as you print it.

It is a given that the catalyst cure agent for both the matte and gloss must
be the same, and in the same ratio to even try to mix.  Different catalysts --
no way to even try.

Try to buy a "semi-gloss" mask from a supplier if that is what you want.
