The cost of a pad will depend on the design required by your gas producer.
But you don't buy the tank per se. You actually rent the tank based on how
long you plan to use it.
When I investigated it last the pad cost was about $1.5k. Small tank rental
(1000Litres) was $250/month. Plus cost of gas and delivery. Talk with your
gas supplier they can help.
But I also don't think you will need the nitrogen for all of lead free !!
We have done some trials and saw no difference in air or nitrogen for
reflow. We have not gotten there but I think the only thing nitrogen does
for lead-free wave is keep dross down somewhat.

Does anyone have a ballpark figure for installing a Nitrogen tank on a pad
outside our building? We have two ovens and two wave machines and with Lead
Free we anticipate higher usage and we are thinking to go big on Nitrogen
rather than the tanks we now use. Is it a 10K investment or 100K?
