Hello,
Without getting into specifics about the type of dust, I would not be too worried about the dust itself, provided that the drills are not damaged/chipped in any way.
When your drilling machine starts, usually the vacuum valve opens a bit before the actual drilling takes place and so your dust will be vacuumed anyway.
Since the drilling action produces a considerable amount of dust, which is supposed to be vacuumed away - your initial dust will not add risk.

However, dust accumulation is usually a sign of the way of handling/packing/shipping of the drills. If you are sure that at your drillroom there is no problem with handling, I would check the supplier. If drills are standing out in the open, in a way that allows dust accumulation, there is also a risk for accidental  physical damage to them.
