        Try something like:

        .044 THICK FR4 PER IPC 4101/24, C1/C1.
        TOTAL FINISHED THICKNESS NOT TO EXCEED .050"


        The good news is 4101 allows for with or without copper.
        The bad news is .044" is the starting thickness and finished
thickness must allow for additional plating, mask, etc.
        Calling out max allowed thickness and starting thickness will allow
your supplier to easiest fit within process'.
        If this design requires UL then add:

        UL RECOGNIZED COMPONENT ZPMV2, 94V-0

        For most PCB Fabs this is all the data (material wise) they really
need.

                Yes, but vendors call it .044", 6 layers of 7628 laminate
(what's a
        mil between friends, anyway?).  This is a nominal number, and
typically
        includes the copper thickness.

                They may want to consider calling out .044" to reduce
confusion.
