If the standard material is .044", including the copper, how would I call it
out using the IPC-4101 designation?

        Yes, but vendors call it .044", 6 layers of 7628 laminate (what's a
mil between friends, anyway?).  This is a nominal number, and typically
includes the copper thickness.

        They may want to consider calling out .044" to reduce confusion.
