Yes, Tetra Etch, or how about an oxygen (RF) plasma, or maybe one of the arc plasmas they use for activating the surfaces of plastic bottles prior to marking http://www.corotec.com/

Anyone got some good ideas on how I can prepare the surface of Teflon coated
coax so it can be epoxied to a circuit card? A long time ago I remember
something called "tetra etch" or something lie that. I know Teflon is
designed not to be slippery and probably not bondable. Placing a piece of
heat shrink over the coax will probably work. thanks
