Some people are allergic to nickel. Could your band have exposed nickel plated surfaces?
Could the band have been acidentally immersed in a solvent/oil/something which is being retained between the links and is constantly being exposed to your operator's skin?

Hello everybody;
We've been experiencing a problem with one of our employees. She has a
rash that develops when she wears the ESD writs straps.
When the metal comes in contact with her skin the rash shows up within a
few hours. Are there any good remedies or has any one had this problem
before? Anything would be appreciated.
